Republicans are making one last effort to keep their promise to dismantle the Affordable Care Act by making more changes to their health care plan proposal.

The latest proposal would allow states to make changes to ACA rules that govern health insurance policies and to offer stripped policies with lower premiums.

The new proposal is a revised version of House Speaker Paul Ryan’s American Health Care Act.

Under the new proposal, people with pre-existing medical conditions will be guaranteed coverage without being charged more, but also states would be able to “waive” those guarantees.

States would be allowed to make amendments in some cases, that would mostly affect Americans with high-cost medical issues to face premium spikes.
